A Note on Nonpartisan Intent
Party attribution methodology: When this book identifies a tax as "Democrat-led" or "Republican-led," it reflects the party of the president who signed the legislation into law and/or the party controlling Congress at the time of enactment. This is the standard convention used by historians, policy scholars, and the Congressional Research Service — not a partisan framing.
Many taxes passed with votes from both parties. Historical party platforms differ substantially from current ones — the Republican Party of 1932 and the Democratic Party of 1935 bore little resemblance to their contemporary counterparts. Attribution to a party reflects a moment in history, not an endorsement of or criticism of today's party positions.
